(WASHINGTON, DC) – Marc Warren, former FAA acting chief counsel and deputy chief counsel, and Paul Alp, former Boeing senior counsel, have joined the law firm of Adams and Reese. The two bring over 60 years of combined experience representing the aviation and aerospace industry’s leading companies.

Their practice will be based in the Washington, DC office. Warren and Alp will serve as co-leaders of the new Adams and Reese Aviation and Aerospace Team.

About Marc Warren

Warren is the former FAA acting chief counsel and deputy chief counsel for operations. Warren previously led the Aerospace and Aviation Practice teams at Crowell & Moring and Jenner & Block. Warren served for 26 years in the U.S. Army Judge Advocate General’s Corps, from which he retired after being selected to brigadier general. Warren has experience in all types of aviation matters including those involving U.S. and foreign airlines, aerospace manufacturing, unmanned aircraft systems (UAS) and advanced air mobility systems, commercial space transportation, airports and infrastructure, business aviation, certification and licensing, safety management systems, hazardous materials transport, contracts, rulemaking and policy, litigation, and government investigations.

Warren has received many accolades and awards, including Chambers USA in “Transportation: Aviation: Regulatory (Nationwide),” Legal 500’s “Transport: Aviation and Air Travel – Regulation,” and Federal Bar Association’s “Transportation Lawyer of the Year.” He is the Immediate Past Chair of the American Bar Association Forum on Air & Space Law, and the former President of the Aviation Lawyers Association (formerly, International Aviation and Transportation Safety Bar Association (IATSBA)).

Warren is an adjunct professor in National Security Law, Nation-Building, and Aviation Law at The George Washington University Law School; he is on the Board of Trustees of the University of Florida Law Center Association; and he serves as President of The Army and Navy Club in DC. Warren holds a J.D. from the University of Florida College of Law, a M.S.S. from the U.S. Army War College, an LL.M. from The Judge Advocate General’s School of the U.S. Army, and an S.J.D. from the University of Virginia.

About Paul Alp

Alp was most recently a Jenner & Block partner. He formerly served as The Boeing Company senior counsel, where he advised on all regulatory aspects of product certification, compliance, and safety for Boeing Commercial Airplanes. Alp’s practice is far reaching. In addition to traditional matters for airlines and manufacturers, he focuses a substantial portion of his practice on complex airworthiness, compliance, and enforcement issues. He has experience supporting the certification and operational approval of innovative aircraft and aviation systems such as unmanned aircraft systems (UAS) and advanced air mobility systems, as well as advising on aviation safety and risk management, and representing clients in connection with accident investigation and litigation.

Alp holds a commercial pilot certificate and has worked as a flight instructor. He holds a J.D. from George Washington University and an LL.M. with a specialization in Administrative Law and Regulatory Practice from American University. He currently serves as an appointee to the Airman Certification Standards Working Group of the FAA’s Aviation Rulemaking Advisory Committee, and on the Advisory Committee to the ABA’s Forum on Air & Space Law where he also chairs the Manufacturing, Maintenance, and Technology Committee. Alp is an author of numerous articles on legal issues affecting the aviation and aerospace industry.
